Becky Dale is a citizen interested in FOIA issues. She has followed and written about FOIA issues, and she has worked with the Virginia Coalition for Open Government and the FOI Council on these matters. She lives in Richmond. She emailed me a link to her recent article on government documents at the state and local level with regard to whether they are public domain document or can be copyrighted b/c the are not fed docs.
